Those who have studied the origin, development, and international and national legal recognition of human rights know that the Human Rights Commission is an international institution. It has legal recognition and status granted by the United Nations. All member states have given it widespread recognition by establishing national and provincial human rights commissions in their respective countries and provinces. They have empowered these commissions by granting them freedom to function according to their country's geographical, cultural, social, and political circumstances and constitution, along with legal recognition and judicial powers. The National Human Rights Commission has been given the power to establish and coordinate provincial commissions and resolve problems. There is even a proposal to establish Human Rights Protection Courts in every district of the country. Until these are established, civil courts are empowered to hear and decide cases.
